A great answer provides detail and uses the word ‘criteria’ to describe how the team would determine efficiency and effectiveness of funds and give examples.
Criteria for efficient use determined by whether the funds are being used per plan. The criterion is the comparison of the % obligated to-date with the planned % obligated to-date. The two percentages should be equal or very near equal. Over obligation to-date is OK but under obligation is an indicator that programs are not being efficiently implemented.
Successful use of appropriations would be determined by meeting success metrics. Each activity would have different metrics. A great answer would describe at least one example evaluation metric for each of the 4 activity areas. The following are just examples:
